"Directors Checking": A Notable NSRP Project Initiative

The Nghi-Son Refinery and Petrochemical (NSRP) Project introduced the “Directors Site Checking”, a newest form of checking that aims to create awareness to all how Top Management demonstrating their commitment of “Walking the Talk” to ensure a “Safe Site” for the workers. This activity is one of the notable initiatives highly appreciated by Lenders not only during semi-annual audits but also during their annual visits to site. 

 

 

 

  

 

 

 

The "Directors Site Checking" not only aims to spot the unsafe conditions and unsafe act but also look at the safe acts of workers, the good practices of each Zone and issues related to quality and progress. Issues related to Quality are redirected to the Technical Section.  On the other hand, findings related to progress are recorded by Zone Construction Managers. 

 

The activity runs every Tuesday to Thursday alternately to all Zones and is attended by the Directors, Senior HSSE Managers and host zone Manager.  On Fridays, the activity is a joint effort of the Directors, the Senior HSSE Manager including all Zone Managers. These inspections are participated in by the Employer (NSRP) and IPMT. A total of 242 days directors checking were completed having recorded a total of 8,554 unsafe observations and 1,050 safe observations.  

 

The "Directors Site Checking" is a good way of showing visible leadership of the top management at site.  Aside from that, several unsafe observations were immediately closed during the checking. Observations that cannot be closed on the spot are recorded, logged to the register and requested to be closed within a maximum of 10 days. Close-out evidences are validated prior closing the register.

 

Analysis of the Directors Checking was presented during the weekly HSSE Management Meeting and the most prominent and critical observations are highlighted . The ten highest observations of the "Directors Site Checking" are:

  • Unsafe/Incomplete Barricade
  • Poor Electrical Management
  • Unsafe Tools & Equipment
  • Improper Material Management
  • Unsafe scaffolding
  • Poor Access & Egress
  • Poor Fire Protection Management
  • Poor Compressed Gas Management
  • Poor / Improper Signage

 

In conclusion, the Director Site Checking contributed to enhance workers awareness of the importance of safety and eventually helped changed their behaviour in recognizing the hazards at their workplace.
